Now all these listed vessels are provided with

Hong Kong General License, therefore, in my opinion they are

not entitled to take out a fresh liomsa until the

expiry of their Hongkong General License. But since licenses

issued at Coast Ports authorize emigrant sailings thence

to carry so many in excess of that allowed by Hongkong,

it is obviously in the interest of charterers and owners

of emigrant vessels to sail from Amoy under the conditions

now obtaining. The revenue of the Colony from emigration

will suffer severely, as the following list of ships have

gone to Amoy taking out no Hongkong license, and are

taking migrants to Singapore from there.

If the instructions to surveyors were properly carried

out at these out-ports the measurements should be the

same as Hongkong, as both are laid down under the 4th,

Schedule.
